Administrative procedures for approval of Transnational programs

These procedures and checklist are designed to assist schools and faculties with the process of obtaining approval for transnational programs.

Step One
Discuss the plan


Schools (or faculties if the proposal emanates from this level) should discuss their plans at an early stage with the Director of the International Centre for advice about issues to be considered in the development of a proposal.

Schools/faculties should bear in mind that the approval process following the submission of all required documents will take about three months.


Step Two
Consider the program


Careful consideration should be given to the rationale, objectives and business case for the program (see the Transnational Education Programs - Quality Assurance Guidelines).


Step Three
Complete required forms


Due Diligence Report

Risk Management Plan

Marketing Plan

If any significant variation is made to the template agreement, please seek advice from the University Lawyer.

Step Four
Proposal Approval


Following approval by Faculty/Faculty Board, all the required documents should be submitted to the Director, International Centre, who will manage the approval of the proposal by the following bodies in the order listed:

  1. Chair of the Academic Board (on recommendation from the Director, International Centre and in consultation as appropriate with the Pro Vice-Chancellor (Teaching and Learning) (1 week required).
  2. Human Resources (1 week required).
  3. Financial Services (4 - 6 weeks required).
  4. Planning and Budget Committee (meets five times a year).
  5. Academic Council/Board.
  6. Senate (information only).

The Faculty will be informed of the final approval of a proposal in writing by the Academic Secretary.

Step Five
Reviewing Transnational programs


Faculties should assess the viability of programs annually, and then submit income and expenditure statements to Financial Services.

After the first three years of operation, and prior to renewal faculties must conduct an academic and financial review of each transnational program using the following documents:

Each review is to be submitted to the Academic Secretary who will forward it to the Planning and Budget Committee and the Director, International Centre for consideration.
